Henning Regulation Online
Henning Regulation Online is a column on industry laws and regulations which was launched in the second quarter of 2022 by Henning Chemical. "Regulations Online" will explain and discuss the laws, regulations, policies and measures of the industries served by Henning on a quarterly basis, aiming to improve the knowledge and application of industry laws and regulations, and to empower customers to organize and carry out their production and operation activities in a more efficient and compliant manner.
In 2024, the State Administration for Market Regulation will continue to increase the scope of 3C certification management. Among them, Announcement No. 9 issued on March 21 clarified that "water-based interior wall coatings (including artistic coatings)" will be included in the 3C certification management. This article is for everyone to interpret3C certification of coatings.

What is 3C certification?
China Compulsory Product Certification is referred to as CCC certification or 3C certification. It is a statutory mandatory safety certification system implemented by the Chinese government to protect consumers 'rights and interests, improve domestic product quality, and promote international trade.
The 3C certification is implemented by the National Certification and Accreditation Administration Commission (CNCA) authorized by the State Council. The products listed in the "Product Catalog for Implementing Compulsory Product Certification" include household appliances, automobiles, safety glass, wire and cable, toys, etc., and are included in the catalog. Products shall not be factory, imported, sold or used in business and service sites without 3C certification; Products to be certified need to pass multiple reviews including product testing, factory review, and result evaluation before they can obtain a 3C certification certificate and apply a certification mark.
What is the 3C certification for coatings?
In Announcement No. 9 issued by the State Administration for Market Regulation in 2024, it is clear thatStarting from July 1, 2025, water-based interior wall coatings (including artistic coatings) products that have not obtained 3C certification are not allowed to be shipped, imported, sold or used in business and service sites。The certification test is based on "GB18582-2020 Limits of Hazardous Substances in Architectural Wall Coatings".
The main process for applying for 3C certification for coatings is:

Enterprises submit certification commissions (a link to designated certification bodies is attached at the end of the article);

Product testing (link to designated laboratory is attached at the end of the article);

Factory audit (arranged by certification body);

After passing the above, the certification body issues a 3C certificate and the company accepts annual factory inspections;

Enterprises apply for logos from the Certification Mark Issuance Management Center and use them in compliance with regulations on packaging.

Including water-based interior wall coating products into 3C certification management is a shift from hazard protection restriction requirements to mandatory implementation, setting a "quality threshold" for water-based interior wall coating products that must be crossed. This change will effectively promote the development of the coatings industry to be more standardized, environmentally friendly and quality, and meet consumers 'pursuit of a safe and better life.
